Mission Statement
It is the mission of the Finance Department to uphold the laws of the State of Florida and to execute the various responsibilities set forth therein. It is our duty to:
- pre-audit all requested county disbursements and to properly ensure that all payments are being made in accordance with law
- accurately and timely account for and report all county revenue and expenditure transactions and accurately prepare and report related financial statements
- safeguard and properly invest all county funds in accordance with law
- accurately record and maintain the minutes of the meetings of the Board of County Commissioners and provide safekeeping of all County resolutions, ordinances, contracts and agreements

Responsibilities
The Constitution of the State of Florida enumerates the responsibilities of the clerk of court regarding the finance functions:
“Notwithstanding any other provision of the constitution, the clerk of the circuit court…serving as ex officio clerk of the board of county commissioners, auditor, recorder and custodian of all county funds”. - Article V, Section 16
The Florida Statutes also provide for the responsibilities of the Finance Department serving as auditor and custodian of all county funds and recorder of minutes for County Commission meetings:
“The clerk of the circuit court shall be clerk and accountant of the board of county commissioners. He or she shall keep the minutes and accounts and perform such other duties as provided by law”. – F.S. 28.12
Section 129 of the Florida Statutes places the highest possible obligation upon the Clerk regarding the expenditure of public funds. It is our responsibility to make sure every expenditure is legal, adheres to any restrictions placed on its funding source and serves a public purpose.
Finance Department
The Finance Department is divided into 3 main categories of work:
- Board Finance – this portion of the Finance Department is responsible for all County activity related to receipting revenues, investing county funds, disbursing accounts payable checks, processing payroll and related auditing, accounting and reporting activity.
- Clerk Finance – this portion of the Finance Department is responsible for the operation of the Clerk’s accounting records and the activities related to receipting revenues, disbursing accounts payable and payroll checks and the related auditing, accounting and reporting activity.
- Clerk to Board – this portion of the Finance Department is responsible for attending all meetings and workshops of the Board of County Commissioners, producing, recording and maintaining accurate minutes of these meetings, maintaining legal custody of all County resolutions, ordinances, contracts and agreements, and assisting, coordinating and clerking the Value Adjustment Board.
